About the position

  • Interpret and apply provisions of relevant legislation and regulations for assessing and processing of the TRC Local Laws 2019, Animal Management Act (Cats and Dogs) 2019, Animal Care and Protection Act 2001, TRC Planning Scheme and the Transport Operations (Roads Use Management) ACT 1995.
  • Adhere to legislative processes relating to administration of applications for licenses, registrations, permits, approvals, renewals, and transfers of same in a professional manner and within statutory time frames.
  • Perform actions relating to all domestic animal management matters, including investigation of dog attacks, impounding and euthanasia of animals where required.
  • Understand and assess dangerous animal behaviour, and capture and handle animals – in particular dogs, cats and livestock.
  • Understand and assess vehicle impound procedures and impound vehicles as required and in accordance with such policies and procedures.
  • Negotiating and de-escalating sensitive and emotive situations with a wide range of people.
  • Ensure engagement with Referral State Penalties Enforcement Registry (SPER).
  • Provide sound technical advice to customers and internal stakeholders in a timely manner.
  • Maintain adequate records of investigations, inspections including analysis and reporting as required.
  • Apply sound technical knowledge and experience when undertaking investigations relating to complex, sensitive, emotive, and high-profile complaints.
  • Plan, coordinate and implement enforcement and administration activities related to TRC Local Laws which fall within the TRC Local Laws team accountabilities.
  • Undertake inspections to ensure compliance with relevant legislation. • Ensure appropriate record management for the section to a standard expectable for court and right to information requests.
  • Provide professional, responsive and timely advice to customers and other stakeholders with a focus on sound, accountable and transparent decision-making.

Who we are looking for

The successful candidate will demonstrate:

  1. Understanding of relevant Local Laws Acts and Regulations and in applying sound technical knowledge and experience relating to complex, sensitive, emotive and high-profile complaints and investigations.
  2. Strong written and verbal communication skills including the ability to investigate, communicate and report on complex issues in a clear, concise and professional manner.
  3. Skills and experience in effectively negotiating and de-escalating sensitive and emotive situations with a wide range of people.
  4. Ability to understand and assess dangerous animal behaviour, and capture and handle animals – in particular dogs, cats and livestock.
  5. Ability to prioritise and manage multiple tasks with competing deadlines.
  6. Strong skills in operating the Microsoft Office suite of technologies (in particular Word, Outlook and Excel) and other relevant software programs.
