About the position

  • Provide leadership, supervision, and support to the planning and technical support team.
  • Manage workload, set priorities, and monitor team performance to ensure high-quality, timely service delivery.
  • Mentor and develop staff through coaching, feedback, and formal development plans.
  • Provide expert planning advice and recommendations to senior leadership, elected officials, and external stakeholders.
  • Lead the development of reports, submissions, and policy documents, ensuring technical accuracy and clarity.
  • Ensure planning outcomes align with legislative requirements, and council plans, strategies and policy positions.
  • Manage external planning consultants undertaking development assessments on behalf of TRC.
  • Develop effective relationships and partnerships with stakeholders to ensure alignment of the development application assessment process to the organisational vision.
  • Represent TRC in public forums, community meetings, and stakeholder consultations.
  • Drive process improvements and innovative approaches to planning and service delivery.
  • Monitor legislative changes, emerging trends, and best practices standards to inform the development assessment process and ensure team capability and planning practices are consistent with standards.
  • Oversee the investigation of planning and land-use complaints and compliance issues and provide recommendations regarding enforcement proceedings where necessary.
  • Contribute to the development of a cohesive and cooperative work environment where people work together in alignment with TRC organisational values.
  • Other responsibilities as reasonably expected.

Who we are looking for

The successful candidate will demonstrate:

  1. Leadership experience, including supervising multidisciplinary teams in a planning or similar environment.
  2. Extensive knowledge of planning strategy, legislation, frameworks, and practices.
  3. High level ability to prepare and present professional planning reports and submissions of a complex nature, including the development of sound recommendations.
  4. Ability to develop effective relationships and partnerships with stakeholders to ensure alignment of the development application assessment process to the organisational vision.
  5. Proven ability to provide solutions and make decisions regarding development applications based on policy, project objectives, economic development and technical considerations with a customer centric focus.
  6. Highly developed written and verbal communication skills, including experience preparing reports, presenting to stakeholders, and negotiating planning outcomes.
