About the position

  • Provide technical advice to internal and external customers, and stakeholders regarding compliance with building and plumbing legislation, regulations, and related matters.
  • Manage the integrity of building and plumbing records for the purposes of building and plumbing records searches and reporting functions of internal and external stakeholders.
  • Investigate customer requests, disputes, and allegations regarding non-compliance with building and plumbing legislation, and recommend appropriate enforcement actions in consultation with senior staff or contractors as required.
  • Review and assess Queensland Development Code (QDC) Referral Agency Response applications, including preparing officer reports and recommendations for Senior Planner approval, and finalising responses in line with legislative requirements.
  •  Liaise with TRC’s contracted Building Certifiers to assist with application assessments, compliance matters, and to seek specialist advice where required.
  • Support the Plumbing Inspector with, investigations, and compliance activities as directed.
  • Respond to customer enquiries and service requests, including building searches, with a high standard of customer service and accuracy.
  • Prepare correspondence, compliance notices, and technical reports in relation to building and plumbing matters.
  • Assist in the continual review, improvement, and documentation of TRC’s building and plumbing assessment processes.
  • Interpret and apply provisions of relevant legislation (e.g., Building Act 1975, Plumbing and Drainage Act 2018, Queensland Development Code) when assisting in development application assessments.
  • Collaborate with planning, engineering, compliance, and other internal teams to support the coordination and progression of development proposals.
  • Monitor and ensure compliance with statutory timeframes for the assessment and processing of applications.
  • Maintain accurate and complete records of inspections, decisions, and customer interactions in accordance with TRC’s recordkeeping policies.
  • Contribute to policy development and provide input into section budgets, fee reviews, and operational planning.
  • Assist with the development and support of business systems used for building and plumbing functions.
  • Other duties as reasonably expected.

Who we are looking for

The successful candidate will demonstrate:

  1. Understanding of relevant legislation, codes, and regulations (e.g., Building Act 1975, Plumbing and Drainage Act 2018, Queensland Development Code) and the ability to interpret and apply them appropriately.
  2. Experience in a regulatory, compliance, development assessment, or technical role related to building, plumbing, or local government services.
  3. Strong interpersonal and communication skills, with the ability to provide clear, accurate, and respectful advice to a wide range of internal and external stakeholders.
  4. Proficiency in preparing technical reports, correspondence, and maintaining accurate records in accordance with organisational policies.
  5. Ability to work both independently and collaboratively within a multidisciplinary team, contributing to shared goals and continuous improvement.
  6. Competence in using Microsoft Office and other relevant business systems (e.g. ECM) to manage information, service requests, and documentation.
